Noise from heater fan area...when fan is off...

Stupid question. Car: 1989 240 sedan

I'm getting a sort of humming/whistling that sounds like a dying heater fan. Problem is I am not getting it when the heater is on; I get it when the heater is OFF. Any ideas? Could it be I have something stuck in a vent? If so, what to do?
