Need to Smog 740 Turbo 700

Hello,
I just purchased a good running 1988 740 turbo Volvo station wagon.Its a great car but has some trouble passing smog. I recently found out that California wont OK smog on an original 88 Turbo that has had the motor swapped with a non-Turbo. When I bought the car the guy swore up and down that it would pass and says has had no problem passing it in the past.
After getting denied smog check, I went to look at my options. I was told that I could possibly replace computer and fuel pump w/ non turbo and get approval for smog at a California State Smog Referee. Or find a replacement turbo engine at a local wrecking yard and replace it. I was hoping that someone had a better cost effecient approach. And if these were my only 2 options what would be the best one to go with? The motor it currently has is either 2.2L or 2.5L,I dont know but its the smaller 4cyl.I really like the car and would hate to have to scap it because of this smog nightmare.If you have any suggestions please contact me at earliest convenience.Thank you.
