Hoping someone here can give me some advice.

1) Car screetches loud when I turn the key in the ignition. It will not start, just screetches. Sometimes it takes 2 or 3 times before it will start. What could this be?

2) Air conditioner is the pits. I had it converted last year, but it still does not get cold enough. I have two little ones and I'm afraid we will roast this upcoming summer. What can be done about this?

3) In general, should I go to the nearest Volvo dealer to see about these issues? Can someone recommend a reliable not too expensive mechanic in the Northern Virginia area. I've been letting a mechanic at a service station do all of the repairs. I haven't had any major complaints with him except the air conditioner is just a nagging problem.
