No power-poor engine performance 900 1991

1991 940 SE with 250K miles.
Symptoms: The last 6 weeks my car has very little power. Up hills the car drops speed significantly and if I floor it, the gears downshift to first or second. Can't go past 70 mph on the highway.
AMOCO says the trans. is fine even though the Transmission fluid is varnished.Suggested the problem was either with the turbo(the turbo meter does not indicate it is working) or the catalytic converter (plug ?).
I did have the engine head gasket re-done last year. Don't know if there is a connection
What should I do first ?
