Cam pulley won't move! I need some help! '79 245gl b21f Timing Belt Broke 200 1979

Hello everyone,

I'm new to the forum and Volvos. I just bought a 79 245gl with the non-turbo b21f. The timing belt was broken when I bought it. The dealer said it isn't an interference engine, so I decided to take on the project. I got the old belt off and went to align the pulleys when I realized that the camshaft pulley won't budge. The crankshaft and idler pulleys move fine. Any ideas? Is it possible for the cam to freeze up and cause the belt to snap? The camshaft pulley is stuck only two teeth off from being aligned to its mark on the cover. Any help would be greatly appreciated.
