What is this part? 700

Hello all,

I bought a 760 t a few months ago with a blown turbo. Now I just installed another
turbo and while doing that I found a fitting on the block and I am not sure if it's there to drain the coolant or there should be a hose attached to it. There was none. it seems to bve made of plastic. There's a lot of oil on the block so I circled the part in blue
