Broken timing belt- replaced - running soooo rough... 200 1981

Hey folks. Thanks in advance.

Love my 81 240 (b21f)but it's giving me fits right now.
Timing belt broke due to a sadly in-attentive owner (me of course). Got it home, got the new belt changed and it is running so very rough now.
Symptoms are as follows:
++ Misses at idle (a lot, sounds like an over-tuned stock car)
++ Idles high (this may just be that I have to adjust the idle high to keep it running)
++ very poor power
++ Lugs in second pretty much throughout where previously it had almost never given me trouble with second gear startup from a standstill.

I have pulled it apart 3 times now to check the timing indicator marks. They have each time been very close to perfect. With the crank sprocket exactly at TDC, the cam sprocket is always about 1-2 degrees behind it's notch. I cannot get them to line up no matter what I do. slip the belt and forward the cam sprocket a bit, and it's suddenly closer to 4 degrees past it's notch. I have opted for the 1-2 degrees behind, as that seems to be closest, but with it running so very poorly, I just can't help but think that I am really missing something, like they have to be EXACTLY aligned at 0 TDC for this car to run right.

I have tested about a dozen different variations on the distributor sprocket as well, but it really only seems to make as much difference as just rotating the distributor itself would. Goes from running rough to barely running at all, until I put it back to it's sweet spot.

I can send images if it will help, but my poor hands cannot be under this hood any more tonight. If I can't figure this out by tomorrow eve, in to the shop it must go.
