Seatbelt stuck in 240 200

I tried searching for this but the only link I found was expired. My passenger seatbelt is stuck in, for lack of a better term, the "closed" position so it is unuseable. I am currently driving my wife taxi style and it is kind of embarassing for both of us. Any help would be appreciated. I opened up the cover slightly and tried moving the roller along with a flathead screwdriver but it is really stuck.
