New Cat: Lost Power

My 87 240 wagon (240K miles) failed emissions and I a new cat put on. Before the new cat, it started fine and ran fine for the 3 weeks that I had it.

I put on a new cat, new plugs, and they did some adjustments.

With the new cat, the car can take several times to start and it has very little power even on hills that you could easily ride your bike on. On one occassion, I was at a stop light and when I floored the gas pedal, it took over 1/2 of a block for the car to get up to 20 mph.

I have my old cat and want to put it back on. Can I even drive the car with the new cat?
