'95 945T highway mileage same as city? 900

Hello,boarders! Our recently-acquired 945T is only getting 20 mpg on the freeway-it gets 19-20mpg in our daily driving (city/highway mix). This is 70+mph,well-loaded with a rooftop carrier.I know these conditions are not ideal and am familiar with Volvo four cylinder turbo mileage.My current 940T and our previous 745T rarely got over 25mpg on the highway.But I'm still concerned-I also notice a rich/raw gas smell from the exhaust when started cold-more than from my 940T.Exhaust smells fine (no smell) when warmed up. So far,I have cleaned and applied dielectric grease to the connectors for the ECT sensor, intake air temp sensor,the MAF sensor. No leak found at intake manifold gasket.I checked the plugs-they are NGKs,look new and are properly gapped.Need to check the distributor cap and take a close look at air filter-it looked new just partially inspecting from side,but need to take it out.
945T has 155K,940T has 189K
