How freely should wheels turn? 200 1989

When I jack up the front of the car, the front wheels seem to have a lot of rolling resistance, i.e., after I give it a good spin it stops almost immediately after I let go of it. I compare this to my '96 960, which continues spinning. I'm happy with my gas mileage (22-25 in the city; 25-28 highway), but I have to think I could do better with less rolling resistance.
