Dead electric windows(on door) and fuel gauge 200 1990

Electric windows have ceased functioning-relay is clicking but no windows move up or down. Fuse (#10?) seems intact. Help. Fuel gauge is stone dead. Is it the gauge or the tank sending unit or both that are the the cause of this problem?
