Electric Antenna Nut Removal? 200

Trying to remove good antenna from rear fender of 88 244. A 17mm fits the top nut but can't break it loose. Whole assembly is loose in fender hole. I'm afraid of damaging the pretty crome nut or twisting the antenna tube housing. Any advice greatly appreciated.
