'89 Wagon rear latch/lock. 200

The latch broke a while back. Had to put in a new bar the pushes the internal mechanism from the outside button. Also had to reconnect the linkage between the electrical unit and the locking unit. Although I can now open the tailgate from the outside, it won't lock either from the outside or the drive side door.
Is there a relay I need to check?
Does anyone have any trouble shooting ideas?
