740 turbo stall/start problem and other questions.

This is my first post here and also my first Volvo, although they are popular among my family members. The car is an 89 740 turbo wagon with 230k. It was sitting for over a year before my friend insisted that I have it. It only needed a transmission. So I put a used one in and drove it about three hundred miles home. About 30 miles from home it stalled while cresting the top of a mountain (aprx 5k feet) and would not start until a few minutes later while it was pointing downhill (not sure if that is relevant though)and carried me home. a few days later I had just gotten off of the interstate (70mph+) and it acted as though it was running out of gas when I accelerated from a stop i.e. bogging then lunging forward repeatedly before accelerating normally. It did this a few times in the next hour and finally stalled after cresting a equally steep but much shorter hill, again acting as if out of gas. Coasting to the bottom of the hill I tried restarting while in neutral and it caught then died. Then, while stopped at the bottom, I tried again and after a few tries the starter would not crank (no solenoid sound only one relay click then no more) . Waited a few minutes and the starter worked again but it wouldn't catch, then the starter stopped working again. after about three waits and retries it started and got me home but it did the bog/lurch thing on the way a couple of times. Today I replaced the fuel filter and checked to see that fuel made it up to the rail. I have no way to measure the pressure but it seemed adequate. Now it will not start but the starter has not cut out once. Where do I go from here?

My other question: When I got the car the waste gate actuator arm was disconnected. I replaced a rotten vacuum line that was run straight from the compressor housing to the actuator and reconnected the arm. When I test drove it, it seemed to have full boost all the time. Low power, black smoke, hot exhaust and it ended up burning a hole in the exhaust pipe after the first muffler. So is it hooked up wrong? My friend who gave me the car has some experience with turbos but not Volvos and he felt that there should be some controller on the line to the actuator. He also suggested a heavier vacuum line as it might have collapsed and held a vacuum in the actuator.
