Gear Shifts Too High 4000-5000 rpm 900

I have a 95 960. It shows a code 232, which I think is an O2 issue. I think I am clear on the 232 approach.

However, on top of that, the car will often go to 4000-5000 rpm before shifting gears in the automatic.

The trans fluid is pink and topped up. How could the 232 be related to the shifting? The dealer topped up the trans fluid. Is it possible the wrong fluid was used? Thoughts appreciated
