B234 16 valve timing belts, one or both? 900

It's time to change the timing belts on the motor. A mechanic has said that the cost to do just one of the belts and disconnexct the balance shaft belt would save money and not hurt the engine. Last time I replaced both with the bushings.
Is he right stating that the balance shaft funtion isn't essential? Your thoughts are welcome, Doug
