FI relay switches on and off when car isn't running 700 1988

So, in my stock 1988 744 TI, the fuel injection relay flips on and off over and over again when the key is in the 'on' position and the car isn't running. I can start the car, and it runs rough, but it doesn't die unless the RPMs get too low. Anyway, the FI relay has been replaced with a brand new one. So, if anyone can think of a reason why that would happen, I'd appreciate it.
