1991 240 front end vibration when slowing 200 1991

When slowing down from speed, there is an awful vibration that seems to be coming from the front end. At steady braking, from about 30 mph down to almost stopped, it feels like I have a warped rotor, but the noise continues if I release the brakes, and disappears when the gas is applied. Could this be a wheel bearing or some suspension component?
