Front end shutters w/ hard turn. Bad pump? 700

My 88 740 front end is tight and tracks straight. But, front end has started shuttering violently on hard steering- mosting when parking. No stiff spots. no PS leakage. Changed PS fluid did not fix. Is this the pump or the rack?
