Delayed warning lights 200 1979

After much work on fixing and correct engine wiring (grounds; shorted oil pressure wire) she still has an annoying warning light delay when turning the ignition key.

During warm weather (above 60) it takes about 10-20 seconds before the warning lights come on. I can live with that but come another Montana winter it will take anywhere from 5 minutes to never coming on!

I've noticed that sometimes when I jiggle the key and apply pressure to make it go in the ignition a little bit further this will make the warning lights come on immediately.

Somewhat related-sometimes it seems like something in the ignition cylinder "sticks" because the warning buzz will come on alerting me that the keys are still in the ignition even though they are not. I stick the key back in and turn it clockwise and back and take it out and I can hear an affirmative "click." no more buzzer. Also have the problem of being able to turn the blower fan on even when the key is out of the ignition.

I ensured that all the remaining grounds were in good condition and connected properly. I've also had the wiring harness (oil pressure/red alternator wire) underneath the timing cover spliced and cleaned up.

Is this a bad ignition switch or ignition cylinder? Or something else. I am sure these issues are all related to each other. I am determined to fix this before winter.
