Voltage Woes... 200

Having battery charging issues. First replaced the battery (which I've run dead earlier this week), just did the voltage regulator (Bosch) and replaced/soldered the alternator cable lugs. All now appears to have good continuity. Altenator is about two to three years old.

When idle am getting about 14.0 at the altenator, but 12.7 at the battery (which hasn't been charged and is still dead). Not sure if the battery is drawing the 1.3 volts as part of the charge, or if I might have a bad cable or ground.

Should voltage at the altenator and battery at idle be about the same regardless of the condition of the battery? It's going on the charger tonight, appreciate any advice.
