No cruise control and no power to third brake light 700 1993

I have a 1995 740 sedan, The cruise does not work. I aslo have no power to the 3rd brak light.
There is power at the brake switch/vacuum switch and power at the #3 pin on the cruise controller at the left foot. I never seem to get any power to the vacuum pump at the left fender.
Does the third brake light no having power cause the cruise control not to work?? Maybe the sensor is bad? The reat of the brake lights work.
