need help interpreting brake booster test with vacuum pump 200

I was trying to check possible sources of vacuum leaks and thought to check the brake booster by hooking up a vacuum pump to the large hose that goes to the check valve. It would hold 12-13 inches of vacuum steady, but it would not allow me to pull anything above that with my pump (the pump easily pulls 25 inches of vacuum on a closed hose).

Is this what I should be seeing? Does the booster bleed off vacuum above 13 inches while maintaining a vacuum reserve at that level via the check valve? This is an 84 240.

Any help interpreting this result is much appreciated.
