A/C: What is the large black plastic 'cap' next to the accumulator/drier? 700 1991

Just out of curiosity: What is the long black cap that is screwed onto a pipe that is attached to the low pressure side of my '91 740's A/C? It is screwed onto the end of a pipe to the left (toward the engine side) of the big silver receiver/accumulator. The pipe is connected to the low pressure line.

I thought it might be an alternate low pressure side fitting (like the little one sticking out of the passenger side of the accumulator normally used to fill the system) but if I start to unscrew it, refrigerant and oil start to come out. Obviously it is not just a cap for a schrader valve. Is it some sort of over-pressure relief valve? BTW, my car is still R12 - it has not been converted to R134a.
