heater valve stays open 700

My '84 760 Turbo's water valve won't shut off when the climate control is switched to the off position. It stays fully open. When I turn the climate system on however the valve will close when I select a cooler temp with the thumb wheel. Can anyone suggest why this would be happening?

The vacuum pump is hooked up and working.
