83 245 if the heater fan is shot will the fuse be blown? 200

I bought this car after the previous owner had partially dismantled it as a "practice car" so he could learn more about volvos..well,we finally got it running but the heater fan is not working,the fuse is fine,there is power to the switch and I guess I am hoping he just disconnected a wire somewhere that disabled the fan...it seems i remember my other 240's blowing the fuse when the fan seized up...anyone have any more accurate information? make it a great day,Kris
