1985 DL Shakey steering 200

I have a new problem that I can't figure out. Sometime ago my 240 started having the steering feel like something was loose when I got to around 65 mph, eventually it worked it's way down until it felt that way around 45 mph. I had a tire guy look at it and was told I needed new inner tie-Rods. Well I figured since I was there I'd do the ends as well. All went well, only now the shakey steering is more defined. I am sure I did the tie-rods right, so I know that's not it.

I rotated the tires from front to back but still the problem remains, so I doubt tires or wheels are the problem. I'm getting ready to replace the sway bar end links as the bushings look like dry rot has set in, after that I'm wondering what it could be, ball joints, control arms, rack, shocks or what?
