who's right fuel or iac 200 1993

My son and i have been trying to trace down an intermittent stalling
on his 240 the car runs good but after waiting at a light when you go
after first moving it boggs sometimes stalls sometime picks up we have rounded up all the usual suspects plugs roter cap o2 sensor amm clean tb and iac no codes I think the iac is malfunctioning he thinks the fuel pump is the culprit but it goes along just fine on the highway and at the time your sitting and starting to go it should have lots of fuel preasure also vacume leaks don't seem to exist. iac measures 8.8 ohms
