1989 740 Turbo wagon, will not restart Hot 700 1989

OK, I need brains to pick, I have tried to establish where all of the fuel is coming from when the eng is shut down. I've even considered a bizarre route through the Charcoal canister.

O2 sensor seems fine, and responds to all "Simulated" rich or lean conditions, monitoring the sensor output using an analog voltmeter on a 1 volt scale.

I have a 1989 740 Turbo Wagon, T+, M46 Trans, Mitsubishi Turbo, IPD VX Cam.

Car will start on the first rotation, idles rich, then smooths out. Runs great....don't shut it off though, it will not re-start. Let it sit a few hours, and it will fire up immediately again. Temperature does not have to come up for this to happen. Tonight I fired it up, ran it for about 1 minute, Temp gauge had not moved off the rest....shut it down, will not restart.

Spark is still there, so I figure not Hall sensor. It seems to be dumping fuel into the cylinders, spark plugs wet when removed in this dead condition. Fuel pressure regulator is brand new bosch. Temp sensor good, fuel pump relay good, radio suppression relay jumped out, no difference. Injection system is Bosch LH 2.2 . My next step will be to get a fuel pressure gauge in the line and see what I have on the rail...but I don't see how that would explain the wet plug "Flooded" condition.

I may be looking for a used, yet alive ECU. Anybody have any experience or thoughts on this ?

Only thing nagging at me....I have not re-shimmed valves since the Cam went in...it was an engine out, freshen all seals, new head gasket, new cam affair, with a bunch of cleaning.

I really HATE the idea of bringing this to the local Volvo dealer...but it may come to that. I have a Summit Fuel pressure gauge coming that I am going to put on the rail this week to see what happens when she goes "Key on", then starts, then what happens when shut down. Any thoughts on what would hold the injectors open , dumping all the fuel in the rail into the manifold ? Brand new Fuel Pressure regulator....any other way fuel could be dumping to the intake system ?
