Help with Emergency Brake issue! Pleas assist! 200 1987

I am new to the 200 group, having owned 740's, 850's and a 01 XC.

I bought an 87 245 on line. The person I bought it from has discovered an issue with the emergency brake. The car has a manual transmission. The shipper won't take the car unless the emergency brake is functioning.

The owner says the cable to the e-brake has "worn through the sleeve" and that the sleeve must be replaced He says the shop he has the car in can't find one. They are trying to find one from salvage.

I am working from 1000 miles away from the car---which I have never seen. We have already had the "are you ripping me off talk" and I do not believe that he is. (He offered to refund the total price of the car if I did not want to wait for the fix).

I get the feeling these aren't brickboard people, and I have found help here so valuable in the past that I would like to offer these people some suggestions for a fix so I can get my 245. Any suggestions? Please help.
