once every few years blower motor wont blow? 700 1990

Few years ago,when radiator hose blocked by Barr's anti-leak and car ran very hot,blower fan did not turn on. After parked for an hour,worked again.

Recently again after parked under sun at 30 Degree Celsius.I told myself prepare to change the 17 years old blower motor then Parked car 5 min worked again.

ECU,Relay,fuse????bad contact.Where is the relay for the blower?Is it below the ashtray behind the fuse box?
