Brake Pads, To Shim or Not to Shim, 1981 242 200

I'll be replacing the rear brake pads on my 81 242 soon. I believe the rear calipers are ATE. There are no shims behind the pads that are in the calipers now. The new pads (PBR Deluxe Plus Organic, made in Australia) come with four shims. Should I use the shims or put it together without the shims? In general, when should shims be used? Also, are these pads as good as OEM?
