behind the instruments and fuse #12 200 1986

1) Ok so I replaced my clock with a tach and it doesn't move much when the engine is running. I revved the engine pretty high and only got to 2000rpms. Is there something wrong with it? Also once again the clock doesn't want to work.

2) While the instrument cluster out I saw that one of the vacuum hoses was disconnected. This hose ran from the passenger side and ended near a spring device. Not sure what it is for as I don't have time right now to do a lot of exploring. I'll try to get a pic.

3) While the cluster was out I noticed a blue wire with a connector on it. What is this for and did I connect the wrong thing to the instruments?

4) Finally I seem to be blowing the #12 fuse a lot. This is the reverse lights, a/c and a few other things. I'm wondering if there is a common thing that shorts to cause this to start there and work my way down from there. You showed know that the a/c compressor went awhile back and I plan on repairing it later in the year (windows and vents work fine even in Texas).

Its a bit of a list but any help would be great.
