Wheel balancing 200

Will many shops balance your wheels without buying tires from them? Is it something any good mechanic can do or only tire places?

The vibration in my front end every time I brake is still there and still annoying. The rotors are below maximum runout - I measured the right at .001" and the left at .003" difference with my cousin's cheap Harbor Freight gauge. That shouldn't be enough to shake the steering wheel on braking, should it?

Anyway, I'm considering the possibility that my tires are the problem or poorly balanced wheels.

How much would balancing cost? If it's significantly less than new rotors, I might try it before I start throwing more parts at it. I've replaced nearly all of the front end wear items in the past two years and had the car aligned. I replaced a floppy inner tie rod today. I don't mind spending plenty of money and time on the car as long as it gets me somewhere...
