head bolt and hole rusty what'sdoing that? 200 1990

Just pulled my head and the second bolt on the drivers side was rusty and so was the hole .I mean red flakey rust not coolant corosion .What could cause this where would the water come from? The bolt came out like the others but there was a thimble full of rust flakes in the bottom of the hole
