Throttle Position Switch Adjustment 200

In the FAQ sections it says the following about adjusting the Throttle Position Switch:

"Hold the throttle plate and keep it from moving. Rotate the TPS clockwise, then counterclockwise until a click is heard. Continue rotating until it stops but do not cause the throttle plate to move. Secure the screws."

What does "continue rotating until it stops" mean? In particular, what is the "it" being referred to here?
