Failed Emission Test. 700 1988

My car failed Emissions testing in MD due to NOx.

I am very close to their limit.

I have a non-Turbo car. Some people are suggesting a CAT is due to be changed. Is there a way to systematically now what is wrong? Should I take it to the dealer to figure that out using their computer hookup or what is the solution?

Is there a systematic solutions to this?
