Reasonable cost to do A/C conversion 200 1992

Have a '92 240 with R12 and the A/C cools but not enough on very hot days. The compressor seems to cycle pretty quickly (every 10 seconds) so I suspect its low on refrigerant. Obviously now is the time to consider a conversion. Looks like the conversion kit is about $70 but obviously with no special equipment I can't evacuate and refill with the refrigerant.

What would you consider a reasonable cost to do the conversion by my local Volvo specialist garage? (I'm in Northern VA so unfortunately its a pretty expensive area)
