Front foglight switch weirdness 700

Hi all

I posted previously that my front foglights' switch behaviour is a little strange: The foglights seem to sync with the parking lights and not the headlamps.

With the foglight switch activated, and the headlamp switch set to the parking lights ON position, the foglights are powered on at the same time. When the headlamp switch is at the "headlamp" position, the foglights switch off.

I pulled out the combined fuse/relay panel today and noticed that the foglight relay is missing. Could this be the reason for the foglights not being in sync with the headlamps? (my 1989 740T's relay panel layout looks exactly like the top left diagram on this page http://www.brickboard.com/FAQ/700-900/ElectricalCircuitsRelays.htm#RelayBasics)

I am thinking, if this is true, would taking out the rear foglight's relay, and using it as a front foglight relay be a solution to this strange problem? Are these two relays interchangeable?
