Emissons failure

I replaced my cat converter 2 yrs ago from FCP Groton because an experienced mechanic told me that that would fix the problem. He was correct and my car passed the emissions. Once again I failed the emissions for the same reason. High nox5.32 . I also put in a new o2sensor 2 yrs ago. I just tested it and it is working fine, bouncing between .4 and .9. What can i do about this and why did my cat only last two years. FCP warrants the cat for 2 years just so its not burnt, clogged or rattling. The only other thing I can think of that may have caused a problem with the reading could be a bad ecu. I had to replace it after the emissions test. My car died and after doing alot of troubleshooting it turned out to be a bad ecu. I'm wondering if a poorly functioning ecu could have effected the nox reading? The bad ecu was not allowing the injectors to open so I dont know if it could have had an effect on the reading. Im trying to provide as much info here because i feel I'm shooting in the dark. I'm probably going to end up putting on a new cat which is a pain because I'll have to replace the mid muffler and pipe as well which is also 2 yrs old. Any easier fixes for this problem.
