Leaky boost gauge? Erroneous reading 900 1993

My boost gauge (in the bottom of the tach) seem to have a leak: it never goes all the way down to full vacuum (like during deceleration), and seem to indicate atmospheric pressure at moderate loads. I have checked the actual vacuum at the hose to the gauge, and it is normal. Is the gauge leaking or faulty? Can I change just the tach, or does the whole cluster be replaced?
