Re-carpeting a 122s 120-130

Hi Volvo people,

I drive a '70 122s and i would like to re-carpet the interior of the car.
I have removed the old grey mats and underfelt and have found a bit of rust on the floor panels.
I would like to eliminate any possible water leaks which may have caused the rust in the first place.
I have replaced the front windscreen rubber and tested for leaks and found that a few grommets in the engine compartment are perished and need replacing.

How do i go about treating the rust before new carpets/mats are installed?
Also, is it advisable to put underfelt on the floor pans?
