No Start on Cool, Rainy morning 200

Unfortunately I'm parked in a "no Parking on Wednesday" spot, so I can look forward to a $30-40 ticket when i get back from work. Here's the lowdown:

- 1992 245 w/ 136k

- Would not turn over with multiple tries this morning after a night of rain and 60 degree temp.

- There's only about 1/4 of a tank of gas and it's parked on a downward, left slope.

- For the past 6 months or so it's taken 2 tries to start when it hasn't been driven in a few days. It runs fine after that, and starts fine if it's been sitting for only a few hours.

- 1 year old air filter, new fuel filter, plugs, dist, rotor. Cleaned throttle body about 4 months ago.

- The fuel gauge doesn't work and I've had a couple of last-drop sputter situations and one time where I completely ran out of gas. Luckily I was on a hill and coasted through 2 stop lights and into a station at the bottom. This was about a year ago.

Any thoughts? I'm thinking it's a problem with the fuel pump since I had run out of gas. All the hoses around the throttle body look intact. I don't have records so I don't know if the AMM, O2 sensor have been replaced or not. I've had the car for a year and a half.
