ABS brakes weird at 5 MPH 900 1993

Hi everybody. Anyone know why my 93 940 with ABS brakes would be "testing" the system at speeds of about 5 miles/hour. The 700/900 FAQ mentions briefly that the noise, vibrations, and pulsation you can feel in the pedal are the system testing itself. Mine used to do this once -- when I started off -- but now it does it at every traffic light. Wondering what's at fault -- is it a hydraulic problem in the ABS unit on passenger side inner fender, or is an electronic problem where some electronic component is telling the systen to "test" every time it sees 5 MPH ? I'm mystified, and hope this does not turn out to be an expensive one. Thanks to all.
