Turbo inlet (post intercooler) hose deterioration 200 1984

I finally have my 242 Turbo going again. After warming up and some bursts to 5000 rpm on the highway, the idle went away, ie it stalls if you take your foot off the gas pedal.
Looking around I noticed some liquid coming from the hose connection to the 90 deg. bend pipe which goes into the throttle body, from the intercooler.
Removed and noticed a bit of liquid oil. As a stuck a finger in it, I started scooping out a sticky goop from the recess of the accordian areas. It appears to be a plasticky material. I see some remnants of a plastic or silicone liner at the ends of the hose. I assume the plastic goop is a deteriorated lining or..?
Does oil deteriorate the hoses? Do they have a smooth liner? Is this oil normal, or a sympton of a turbo seal problem?
Don't think it would get into the idle solenoid from there, but surely I don't want it going into the engine. May have been OK before , but I've disturbed it now and can't get all of it out. So need I new hose I assume. Where to get them?
