Tune up woes with my 83 245 turbo 200

The car was hesitating pretty badly and running kind of rough so I decided to go ahead and tune her up. I replaced the cap and rotor with new Bosch units, the plugs and wires (both NGK), and the fuel filter (also Bosch). Now it idles fine but when I try to accelerate it makes weird puffing noises and sounds as if it is being starved for fuel. I installed the fuel filter with the arrow pointing in the direction of fuel flow and I am positive I have the plugs gapped correctly and the wires in the correct order. The car doesnt even have the power to make it up my not-so-steep driveway and I'm totally baffled.
