93 965 No blow dash vents 900 1993

The dash vents on my 1993 965 are no longer working. After having worked off and on for several months now they finally quit completely. Doesn't matter where I set the vent control knob, I now get air flow from defrost and floor vents only. Doen't seem to be a vacuum problem because I had a smoke generator hooked up there were no apparent leaks. Checked all diaphragms too. Swapped the control head with another and problem presisted, so controls seem to be OK.
Have been given two theories...1)vacuum control solenoid...2)motor that controls dash vent doors.
Any others?
