Yankee-bar / bumper-bar US specs 120-130

Hi,

I'm in the process of finding a US-spec 1964 122S wagon - exactly 1964 yearmodel was the last year with the so called 'yankee-bar' installed on the 4 door cars - according to the spare parts catalog, the wagon did NOT have this yankee-bar (ever!).
I believe the yankee-bar was there due to some US-regulatives on specific hight of the front bumbers - is there anyone here who can clarify on this?

(The wagon is per spec. higher standing than the sedans - which could explain that the wagons didn't have to have the yankee-bar to highten the front bumper).

I'm detailed about this - it might sound 'nerdy' - but links to explaining litterature would be very nice.
