keep blowing these two fuses 200 1989

Hi

I have blown these two fuses and after replacement they blow immediately after starting the car. (bottom 2 fuses)

1. L.H. Park and tail lamps, License Plate lamps 8A

2 R.H. Park and tail lamps intrument and panel lamps 8A

any thoughts
